You are absolutely correct - what the government and particularly Lindsay Tanner is trying to do is support consultation being transformed into collaboration based on the highly successful community dialogue that has been the community cabinet meetings. What needs to happen over time as technology rollout occurs is for all of us to get used to the distinction between current perceptions of ICT activities versus the collaborative potential of ICT enabled activities of which Gov2.0 is such an initiative. Given that half the APS and most ICT suppliers don't seem to get the difference or subtelty of "enabled" yet we shouldn't be too hard on Joe n Josephine Public.

Stephen, your posting brought the various Government 2.0 threads together very nicely. I could feel the goodness in your words.

I too have encountered the tendency of many to seek solutions in technology or in protocols whereas the solutions are to be found within themselves and between each other.

The future direction of public service is to embrace facilitation and to solve problems in collaboration. Public policy development and implementation will be so much the better for it.

Inspirational posting Stephen. I'll circulate this internally at work tomorrow morning.

Systems thinking, agility, responsiveness and evidenced-based policy all resonate with our corporate objectives. But the starting point for all public agencies is to shift the internal culture in this direction. Then Government 2.0 will be authentic.
